The Invisible Climate Economy: How Women in Their Workspaces Have the Potential to Lead the Transition the World Doesn’t Yet See

From Evidence to Action: An Immediately Applicable Model for an Inclusive Energy Transition.
A new axis for the just transition
The global climate debate has already moved beyond the phase of “how much to finance” and entered the era of “how to implement fairly and measurably.
This is where UVSafe™ positions itself: a Brazilian project that unites science, economy, and care — creating the Invisible Climate Economy.
This economy recognizes women in their workplaces as the human infrastructure of carbon neutrality.
These spaces — often invisible in climate policies — are where the real economy happens: they generate income, provide care, and sustain communities.
Turning them into Net-Zero-UV™ Clinics means transforming care into mitigation and sustainable development.

The Belém Protocol and the Diplomacy of Care
The Belém Protocol, conceived within UVSafe™, proposes a new metric for measuring climate impact: from real life and ordinary people.
Inspired by COP30 in Belém, the protocol is a voluntary and independent contribution from Brazil, built on four principles:
1️⃣ Measurability – auditable actions in energy, health, and equality.
2️⃣ Gender Equity – recognizing care as a climate asset.
3️⃣ Social Sustainability – decent work and women’s formalization.
4️⃣ Transparency – integration with climate finance mechanisms.
This approach establishes the Diplomacy of Care, a political and ethical language that allows Global South countries to advance through evidence and inclusion.
UVSafe™ – an immediately applicable model
UVSafe™ is a translational and regulatory initiative in its structuring phase, with its scientific launch scheduled after the global embargo on 12 November 2025.

Even before that phase, the concept is immediately applicable as a public policy framework, certification protocol, or local energy transition model.
💠 Technical Core Statement
UVSafe™ is not a theoretical idea — it is a ready, testable, and auditable solution, with solid data, technical language, and direct alignment with official COP instruments:
🔹 NDC 2035 – Nationally Determined Contributions
🔹 NCQG – New Collective Quantified Goal on Climate Finance
🔹 Loss & Damage Fund

Each component of the model was designed to interact with these three pillars of international climate governance, ensuring that mitigation, equity, and inclusion outcomes are measurable, certifiable, and reportable.

Thus, UVSafe™ offers a concrete pathway to transform global commitments into local action — from theory to practice, from carbon to care.
In Brazil, where more than 40,000 professionals depend on the tanning and beauty economy, UVSafe™ provides a concrete alternative for formalization, capacity building, and clean energy, impacting over 2.5 million people.
At a global scale, its replication could create 200,000 new green jobs for women and achieve an estimated reduction of 3.2 million tons of CO₂ per year.

From Belém to the world
Belém represents the convergence of forest, city, and humanity.

Transforming it into a living laboratory of the Diplomacy of Care means recognizing that sustainable development begins from the bottom up — with women, communities, and the invisible economies that sustain the planet.

The Belém Protocol, proposed by UVSafe™, invites the world to redefine progress:
not only in megawatts, but in lives cared for;
not only in carbon avoided, but in dignity restored.

Because there can be no carbon neutrality without equality neutrality

Testimonials

For well over a decade, in my capacity as a researcher, broadcaster, and producer, I have relied heavily on Alphagalileo.
All of my work trips have been planned around stories that I've found on this site.
The under embargo section allows us to plan ahead and the news releases enable us to find key experts.
Going through the tailored daily updates is the best way to start the day. It's such a critical service for me and many of my colleagues.
Koula Bouloukos, Senior manager, Editorial & Production Underknown
We have used AlphaGalileo since its foundation but frankly we need it more than ever now to ensure our research news is heard across Europe, Asia and North America. As one of the UK’s leading research universities we want to continue to work with other outstanding researchers in Europe. AlphaGalileo helps us to continue to bring our research story to them and the rest of the world.
Peter Dunn, Director of Press and Media Relations at the University of Warwick
AlphaGalileo has helped us more than double our reach at SciDev.Net. The service has enabled our journalists around the world to reach the mainstream media with articles about the impact of science on people in low- and middle-income countries, leading to big increases in the number of SciDev.Net articles that have been republished.
