The general topic of the EUROSAFE Forum in Paris at Cité Internationale Universitaire on 3/4 November 2008 is: The role of Technical Safety Organisations (TSOs) in the context of increasing demand for safety expertise.
Against this background, the TSOs face special challenges. The demands are increasing and the quality of the expertise has to be kept at a high standard defined in terms of competence, independence and transparency. Further, the TSOs have to recruit highly skilled new experts in an environment of competition with the industry.
In order to analyse these challenges and to optimise approaches, the first-day programme of the Forum examines successively the two major aspects. First, this is a review of the demands of the different stakeholders: national nuclear safety authorities, the European Union, threshold countries, international organisations, the nuclear industry, nuclear power plant operators and the TSOs themselves. After that, the question of how these demands can be fulfilled while respecting the TSO’s self-commitments will be discussed by a panel composed of international members, with the audience also encouraged to take part in the debate.
On the first day, the concluding guest lecture will be given by André-Claude Lacoste, Head of the French nuclear safety authority ASN (Autorité de Sûreté Nucléaire), on the topic of "Safety priority requirements for the worldwide development of nuclear energy".
On the second day of the Forum, GRS, IRSN, Bel V and their international partners will present their latest work in four parallel specialist seminars on the following issues:
-Nuclear installation safety and research
-Waste management and environment
-Nuclear material and nuclear facilities security.
