A New Paradigm of Ethical and Scientific Cooperation
The initiative, which will be officially launched under embargo until 12 November 2025, 14:00 (Brasília time), marks the beginning of an international cooperation process designed to integrate science, regulation, gender equity, health, and safety into a single global agenda.
“We are preparing for a milestone that will unite science and public responsibility.
Brazil demonstrates that it is possible to build scientific knowledge with integrity, equity, and transparency,”
says Prof. Vanêssa Garcez, General Coordinator of the Executiva Nacional de Mulheres.
From the Global South to the World
The project emerges from the Global South with a universal ambition: to rebuild the ethical foundations of applied science and promote an inclusive, female-led scientific diplomacy.
Priority topics include:
“For too long, the Global South was seen merely as a testing ground. It is now becoming a reference for leadership, ethics, and collaborative innovation,” notes Garcez.
Technical and Institutional Foundations
The program’s structure follows leading international references for scientific integrity and transparency:
	-
	OECD Research Integrity Framework
-
	WHO Ethical Guidelines (2021)
-
ISO / ICNIRP International Safety Standards
-
	Open Science Foundation (OSF) Protocols
These frameworks ensure that the study — to be initiated after the embargo — is methodologically sound, auditable, and publicly verifiable, guaranteeing scientific and diplomatic credibility.
Global Impact and Relevance
This initiative consolidates Brazil’s role in scientific diplomacy and the development of evidence-based global policies.
Its primary goals include:
	-
Promoting international scientific collaboration under ethical and transparent standards
-
Strengthening women’s leadership in science and public governance
-
Modernizing outdated scientific references and rebuilding public trust in science
-
Aligning scientific innovation with the United Nations Sustainable Development Goals (SDG 3 – Health and Well-being; SDG 5 – Gender Equality; SDG 8 – Decent Work and Economic Growth; SDG 12 – Responsible Consumption and Production; SDG 13 – Climate Action; SDG 16 – Peace, Justice and Strong Institutions)
“The world needs science guided by purpose and responsibility, not merely by speed,”emphasizes Garcez.
