The abstract of the publication:
The state-of-the-art of traffic-related location-based services was mapped out in the study, and services and concepts relevant to the Pan-European in-vehicle emergency call (eCall) and European Electronic Toll System (EETS) were identified. The work was carried out as a part of the larger PASTORI project that focused on developing business models and implementation solutions for traffic-related location-based services utilizing the latest technology.
Solutions based on satellite positioning are the only realistic options for implementing a national EETS-compatible toll system in Finland. In urban environments assisted and hybrid positioning solutions have to be used to achieve the accuracy and functionality required by toll systems.
When developing services administered by authorities special attention needs to be paid to privacy and information security. The implementations that are chosen should be tested openly and transparently so that service users can get a clear picture of what information the services collect, what this information is used for, who has access to the information and for how long the information is stored.
There have been plans to combine value-added services to both the eCall and EETS services to make them more appealing. However, the explosive growth in the popularity of commercial services and smartphones has limited the kind of services that could sensibly be combined with eCall and EETS. Regulated services like insurances fees based on driven kilometres and driving behavior, fleet management solutions and using the on-board unit as a method payment are examples of these kinds of services. Parking services also show some potential.
